Minutes of August 17, 2016 Cortland Community Library Board


Present: Mary Benson, Martha Carter, Victoria Haier, Harlan Hawkins and Marie Kornischuk. Also present were Barb Coward and Valerie Kramer.


Absent: Rich Bliss and Ryan Hilligoss


The meeting was called to order by President Harlan Hawkins at 7:10 pm. The minutes of July 20, 2016 were read and discussed. Victoria Haier moved to approve the minutes, seconded by Marie Kornischuk. All approved via roll call vote.


The Expenditures and Treasurer’s reports for July 2016 were discussed. Val Kramer clarified that the June reports did not include all the dollars available for spending. The current report does include all money we have available for spending/budgeting. The issue is caused by a difficulty in Quick Books. Val clarified that we do have a balanced, although tight, budget. Mary Benson voted to approve the July expenditures and Treasurer’s reports. A second from Victoria Haier was followed by a favorable roll call vote.


The librarian’s report was read and accepted. There were no citizens to be heard.

The patron survey discussion was postponed until Ryan Hilligoss is present.


2016 Summer Reading had our highest registration ever! The “bingo sheets” of reading activities, instead of keeping track of time or pages read, were VERY popular. Mrs. Coward believes that people read more than expected. Sign up figures are being counted instead of completion numbers. Tracking completion is actually just a measure of a family’s ability to fill in library forms…and has little to do with the actual reading process.


A 5 page document, titled “Policy and Procedures Handbook, 2016 Edition” was reviewed by the Board. Mary Benson moved to approve, seconded by Marie

Kornischuk. All approved by role call vote. The handbook will be available for the staff and public.


Thursday’s “Lunch at the Library” served under 20 children per session. We plan to participate next summer.


Mary Benson moved, with a second by Martha Carter, that “Cortland Library Board will levy the Building and Maintenance Fund at .0002 or 2% maximum of the Cortland EAV, for the 2016-2017 tax year.” All approved this levy.


The total Levy of $230,780 was reviewed. It has been previously approved by the Board.

Discussion of an outside water spigot and rain barrel was tabled until next month. Val Kramer’s budget explanation eliminated the need for revisions (at this time). Barb Coward mentioned the tentative revision to RAILS membership standards.

The committee charged with this revision has taken a brief one page document

and offered over 6 pages of three tiered standards. Barb expressed the opinion that these standards will not be approved for a long time: way too much to debate!


Marie Kornischuk moved to adjorn, seconded by Victoria Haier. All approved and the meeting adjourned at 7:55.
